How can Taiwan decide, that in Hong Kong marriage is valid? Thought China has its own law.

Hong Kong has its own legal system which is different from China's. HKSAR recognizes some overseas same-sex marriages.
Although it seems like they're not looking at the law. Some Hong Kongers are moving to Taiwan, also known as the "Hong Kong People's Garden", as a result of the 2019 anti-China political protests. People in Taiwan think that Hong Kong people are different from Chinese people. But Taiwan's calculation may be to marginalize mainland Chinese sentiment, and many Hong Kong and Macao residents actually like Taiwan, so he may decide to treat Hong Kong people differently, because they understand that Hong Kong people are different from Chinese people, especially in terms of political views, universal values and personality. However, in fact, there is some discrimination in this regard, because as far as I know, men or women in mainland China can come to Taiwan to marry with heterosexual couples, and another partner from mainland China has obtained Taiwan's Republic of China nationality. Some groups have raised questions about the aspects you raised:

In a word, Taiwan may be more sensitive to mainland China, but this actually affects some people. Although same-sex marriage is illegal in China, it is allowed to be notarized by the government. I don't know whether the so-called Chinese nationals with Taiwan compatriot certificates can marry mainlanders in this way. / /

Thank you. That means in conclution, that Taiwan say: Humans can marriage in Taiwan, also if they come from Hong Kong or Macau - but not, if they come from People's Republic of China?

Yes. You say rights.
In the future, no matter which country Taiwanese foreign partners come from or Hong Kong and Macao, even if that country does not recognize gay marriage, these gay couples can legally marry in Taiwan and start a family legally. But people from PPC, just not. sadly……
Taiwan's this year government has very poor relations with China. The voice of resisting China and protecting Taiwan continues, and the number of Taiwan weavings to prevent the China mainland from invading Taiwan has increased year by year then in previous years. Tsai Ing-wen or Su Zhenchang may consider this reason. Mainland heterosexual couples are fine. In fact, same-sex couples are not treated fairly at all.
Thank you for explanation.
Can you say/give a source when in future it is possible to come from any country of the world?
I don't know. At present, it is actually all countries in the world (except China). As for the timetable for opening up China, it is really not clear at present. You can contact Taiwan's non-profit organizations and government departments to inquire about individuals, because they have not announced the timetable, and unfortunately, the Taiwanese government I think is does not want to open up China… sadly…
